The Sevnteenth Amendment
Party whips is the name give to the representatives of parties in the house. The assistant leader of the party with the most number of members is called the deputy majority chief whip.
No one can force any legislator to be present, however both the House and Senate have Majority and Minority Leaders who will bully or cajole members of their parties to be present for votes that are critical to their parties. In the House, each party also has a 'Whip' who assists the party leader.

There are no minor leaders in the senate because to be in the senate you have to be at least 30 years of age.

Americans showed a 75% approval rating of the amendment in 1935 but support continued to decline until September 1939 (following Germany's invasion of Poland) when support was only 51%.
