Through an Electoral process. Voters in each Representative's district vote for their preferred candidate. There are 435 representatives apportioned between each state according to population every 10 years. The constitution says no more than one rep. for every 30,000 people, but with our population being so big, we had to limit the number of reps, so now they each represent around 650,000 people.
I've heard it called a junket, a fact-finding mission, or a boondoggle. I think the congressment usually say fact-finding mission.
Instead of bringing up new ideas in your speech (this is usually after about 5 or 6 cycles of congressional debate, when most if not all of your points would be rehash) you would compare each side of the argument and prove which side you think won.
The media does not create public policy directly! It rather does so by promoting the view of the writer, editorial staff or reporter creating the report... Usually determined by the particular political beliefs of the reporter!

Not usually. Federal representatives will often cover the area of multiple local representatives. Federal representatives cover a population of roughly 700,000 while the idea of state legislatures is to have even smaller populations represented by a single state legislator. California for example has 53 US House Representatives (and 53 districts) while the Assembly (the state legislature of California) has 80 members (and 80 districts of smaller populations.
