For example, in 2008 PA had 19 Reps. and two Senators, so it had 21 Electoral Votes. The Electoral College votes in December following a presidential election and chooses the president and VP. To become president or VP a candidate must receive a majority (51% or more - 270+/538) of Electoral votes.
