Most of his cabinet members were Republicans who came from the corporate world-- several had been major business executives; his cabinet also tended to be very anti-communist. A good example was his Secretary of State, John Foster Dulles, who was known for talking tough about the perceived Communist threat, and favoring a strong military. Also influential was George M. Humphrey, the treasury secretary: he believed in curbing government spending, limiting welfare, and giving tax cuts to those at the top, which he sincerely believed would benefit the rest of the country. Eisenhower did have one woman in the cabinet, Oveta Culp Hobby, as secretary of a new agency-- the department of Health, Education & Welfare (HEW). Mrs. Hobby had distinguished herself during World War II as a proponent of allowing women to serve in the military (though in support positions only); she championed what became the Women's Army Corps.
