The Three-Fifths Compromise
The Three-Fifths Compromise, established in the United States Constitution in 1787, allowed slave states to count three-fifths of their enslaved population for representation and taxation purposes. This compromise aimed to balance the interests of slaveholding states with those of non-slaveholding states during the formulation of the Constitution. However, it perpetuated the systemic power imbalance between slaveholding and non-slaveholding states and further legitimized the institution of slavery.

The government must conduct a nationwide Census of citizens every ten years in The United States according to The US Constitution. The US Census, in part, helps determine the mapping for political districts and the use of Federal government monies.

The southern states wanted to count enslaved people as part of their population for political reasons, as it would increase their representation in Congress and help secure more power and influence in national decision-making. This practice also had economic implications as it could potentially increase their share of federal resources and funding.
Although slaves couldn't vote, the Southern states wanted to count them for the purpose of increasing their representation in the House of Representatives. The Northern states didn't want to count slaves at all because the South insisted slaves were property and not persons. The Three Fifths Compromise was was just that...a compromise that allowed the South to count three-fifths of the slaves towards their total population which ultimately gave the South greater representation in congress than they would otherwise have had.
