It is not that political scientists are reluctant to express themselves on which values dominate, but rather they are aware that these values can change rapidly and often. To make a definitive statement on the popularity of a president, for example, would be difficult as his popularity rises-falls-rises as events occur and the success (or not) of the president's response is gauged by the public and press.
