Yes they can, but its very hard. and only been done once. (Executive Order 9066 in which Franklin Roosevelt gave General John L. DeWitt the authority to transfer Japanese Americans, ) ----------- the senate can create a committee resolution bill, which are bill done in the senate. If it doesn't pass in the house, the president can push for executive order to bypass legislation on the house. The house has so many days to dispute the executive order with a 2/3rd vote i think. The executive order disputed in the supreme court and lawful or not . If it lawful the senate only bill is passed; if its not the house can dothree things A- create a law against the president with 2/3 vote. B impeachment, C create another bill to join that bill making it weaker... by adding loopholes yes its very sneaky -------------------------- Executive order give the president special powers to enforce laws or bill that already exist among the senate or house... the president cannot create a Executive order without a bill or law to reclaim executive order, so if there already a bill in the house or senate, or already a law the president has the authority for executive order --------- Executive order are done very rarely; can if done during the president 1st term can cost him/her the 2nd term if executive order is abused congress can vote to eliminate that power- executive order at a majority are done because of a disaster which ever party that president represent can forever be held against that party if executive order is abused ---- our constitution in America is a very well done one; and give each branch of power good amount of checks and balances, with the right amount of votes and majority.
