Because it made itself the leader of the Greek resistance against the Persian invasions under the kings Darius and later, Xerxes. By winning important land and sea battles against them and finally driving the Persians off and beating them in Asia Minor as well, founding several colonies of their own, they became the major power in ancient Greece.
They were only relatively wealthy, but were dirt-poor by later Roman standards. The top level had more than 500 measures of grain a year, the bottom level 200 measures. Not much of a difference between classes as the 200-measure men could just support a family on their produce, the middle class had 300 measures so the 500 measure men were only about twice the lower classes.

Themistocles thought about the threat of Persian invasion and persuaded them to spend the money on building 100 warships. To this was later added another 100, which became the core of the Greek defeat of the invasion when it occurred.
When the invasion was defeated, Athens took leadership of the cities threatened by Persia and provided its navy as a basis. The 180 cities could either contribute ships or pay an annual 'protection' levy. Most took the lazy way out and opted to pay. Athens used its fleet to collect the money, by force where necessary, and so the fleet was paid for by others.
