The art of the eastern and western parts of the Roman Empire were similar because in both parts of this empire it was Greco-Roman art. This is a term which indicates the fact that Roman art became heavily influenced by Greek art. Greek art had already influenced the eastern Mediterranean before it was taken over by the Romans because the Greeks had ruled this area for three hundred years prior to this. The Romans spread Greco-Roman art in the western part of the empire. It has to be noted that, however, many of the local peoples in the empire retained their traditional art.

Eastern and Western Roman Empires are terms coined by historians. For the Romans there was just one Roman Empire. What happened was that the empire was often co-ruled by co-emperors, one in the east and one in the west to improve the defence of the frontiers of the empire and for administrative purposes. Both sides of the empire had a collection of different ethnicities. Art was influenced by these ethnicities and these influences were manifest the most in the provinces themselves (e.g. the Romans in Egypt were the ones who were one most influenced by Egyptian art) or in the city of Rome where the blend of influences was most visible as people migrated to Rome from all the corners of the empire.

Generally speaking, the strongest influence in most of the empire was Greek. The Romans had become Hellenised (a term that refers to exposure to Greek influence) and adopted Greek artistic and architectural models. The Middle East and Egypt had been Hellenised even before they were conquered by the Romans through Rule by Greek states in these areas which had been established after Alexander the great's conquest of these areas.

They were the same apart from some local variations. Eastern Roman Empire and Western Roman Empire are terms which have been coined by historians, which the Romans did not use. The empire was not divided.

Western Roman Empire and Eastern Roman Empire are terms which have been coined by historians. The Romans did not use them and just said Roman Empire. The differences between the eastern and western part of the Roman empire were geographical and ethnic. The eastern part was around the eastern basin of the Mediterranean and included much of the Balkan Peninsula. The western part comprised the western basin of the Mediterranean, Gaul, Britain, the west bank of the river Rhine and the Alpine area.

Ethically, it the western part there were the Berbers of northwest Africa, the Celts of Spain, Gaul, Britain and northern Italy, other Celtic populations in the Alpine Area, the Iberians of Spain and the various populations of Italy. In the East there were the Greeks, The Thracians is the area of modern day Bulgaria, the Dacian of modern day Romania, peoples who lived in modern day Turkey, the Syriacs, the Phoenicians, the Jews and the Egyptians. The eastern Mediterranean had been conquered by the Greeks before the Roman takeover and the elites of the areas were Greeks or locals who had taken up the Greek ways.

In what way did the emperors of eastern roman empire differ from the emperors of the western roman empire?

There was no such thing as an eastern Roman Empire and a western Roman empire. It was a Roman empire. Period. Historians are the only ones who denote eastern and western, but they do this for clarity when speaking about certain sections or aspects of ancient Rome. Now, as for comparison between the eastern and western sections of the empire, the eastcrn section was wealthier than the western and consequently lasted longer than the western section and the eastern section was more heavily influenced by the Greek culture than the western part.
