Darius I's accomplishments as king of Persia significantly contributed to the unification and expansion of the empire. The Incas mainly united their empire so that they could combine their industrial and military advancements. They were able to better accomplishments due to advanced roadways and a government headed by the Sapa Inca and the regional heads below them.

The Royal Road was built by Darius to unite the sparse kingdoms he had conquered. The road was about 20ft. wide and stretched around 15,000 miles connecting North Africa and India and everything in between. There was an inn every few miles in which travelers could exchange their tired horses for fresh rested ones. There were also guards along the road making it the safest way to get across Persia.
To unite his empire, stabilise it, defend it internally and externally, and improve its prosperity.

He had grand plans for empirial expanisonism by building a huge fleet to expand across north Africa, Italy and iberia and to build structres as grandiose as the great pyramids. I guess he would have wanted to just keep ahold of Persia and maybe even look into expanding further east.
They ceased fighting each other to unite and repel Persia, and then when a peace treaty with Persia was established, went back to their usual fighting each other with increased ferocity.
