This ancient society of competing city-states, like almost any of its populace in those days, was highly militarized and quite despotic. There were small democracies that thrived primarily in the Classical Period, but even of these the percentage of its own population that would be dubbed a 'citizens' was disparagingly lower from what we would consider worthy of 'democracy' today.
That being said, and coming back to the word 'barbaric' which was usually used to denote a foreign entity of peoples, Ancient Greece cannot truly be taken at our own modern values, just as anywhere in the Medieval or historical world cannot be taken with modern values. Although we regard it as primitive or barbaric, you always have to gauge these things in relativity to the world which surrounds them. In their day, it could be argued, Ancient Greeks were quite civilized. It could be said that however militaristic and cruel the Ancient Hellenic peoples were,their aggressively ambitious neighbors within and without Hellas permitted, if not insisted, such behaviour.
We know also that Ancient Greeks had complex music, historiography, mathematics and to some degree science. It is somewhat hard to say, this considered, that the Ancient Greek society was uncivilized-- much easier to say that it, like most lands of the period, was a quite harsh and impetuous kind of place ot live.
