The Gerousia, composed of 28 elders over the age of 60 and the two kings, would propose laws and policies, while the Apella had the authority to vote on these proposals. Major decisions, especially military ones, often involved consultation with the kings and the Gerousia. This system ensured a balance of power and collective input in governance.

The Master Chief is a Spartan II. All of the Spartans from Halo: Reach (excluding Jorge) are Spartan III's. Also, there is no such thing as a Spartan I in the Halo universe.
