Actually, people may think it was the Chinese but the thing is, there is fact that the Chinese government makes up their own history...and erases their "un-great" history.

The first "EMPIRE" not nation, supported by artifacts, may have been a Korean Empire named "Gojoseon." Although the Chinese government stops Korean universities and etc to excavate for ancient artifacts in Manchuria, Korea has already found out that Gojoseon may have spread into Manchuria and has occupied present day Beijing. However, America tends to ignore small nations' histories even if they had one of the greatest empires of the world.

It isn't quite clear, but many consider the Achaemenid empire, which was the first Persian empire, to be the first empire. What's exciting is that there is still a lot to learn in archeology. We don't have all the answers.
