Greeks and Romans are two nationalities. The Greeks were/are people who lived in Greece and the Romans were/are the people who live in the city of Rome. Today, however, the term "Roman" is seldom used as it has been replaced (at times) by the term Italians. In this country, at least, "Roman" refers to something which is unique to the city of Rome itself, such as the monuments, the food, the fountains, etc.
