They have different roles, so it's not really a battle situation. It's like comparing apples and Oranges... or Egyptian gods, I guess.

Horus was one of the big gods and (supposedly) so was Anubis. Really they are both (step) brothers so they must be on the same level of power. (In a cool way...Anubis is cooler then Horus or that's my opinion)

As there is not a ancient Egyptian deity called "Horos" (Horus?) in Egyptian myth, Anubis would be it. If by "horos" you mean Horus, Anubis and Horus did not have any cause of conflict to determine who was more powerful so no one will ever know.
