Pericles led the conversion of the anti-Persian Delian League into an empire of Athens. Athens continued to enforce the annual levy for the defence against Persia after the Persians agreed to peace, and then spent the money on itself - buildings, the arts, half its people on the public payroll - indeed a golden age for Athens, but not for the rest of the Greeks who either paid for it or had to defend themselves against Athenian predations.
Pericles provided Athens with large funds mulcted from its empire, for buildings, culture, and putting half its people on the public payroll - golden indeed, at least for the privileged Athenians.
