Simple: Take down the wheel and replace that spot where the wheel was with a small box half-way filled with kitty litter. Place a few of the hamsters droppings on the top of the litter. Do that for a week or two, put the wheel back up and see if he still does his business in the wheel. But make sure you keep the hamster "toilet" in the cage with fresh litter every other day!
