Find out what is causing the itch. Brush the dogs hair backwards and look for little black specs, if you see any then your dog has fleas and will need flea treatments. If it doesn't have fleas it is very likely that the itching is caused by a food allergy. The most common indicator of food Allergies is when a dog is constantly itching at its paws till the fur is falling out.
You cannot know exactly what your dog is allergic to without veterinary testing however common allergies include sensitivities to grains, poultry and preservatives and other chemicals used in cheap grocery store brand foods.
The healthiest thing for your dog whether it has food allergies or not would be to change its food to an all natural healthy brand such as blue buffalo, merrick, or natural balance. Try any of their grain free formulas to see if that helps. Grain free, venison or bison formulas are often one of the best to combat food allergies.

It's recommended that if you have an unknown cause for itchy eyes, you should see an eye doctor immediately and be prescribed the appropriate medication. However if you choose not to, avoid wearing contact lens, sleep when possible (this reduces the urge to rub and gives the eyes time to heal), and if you can, rinse with eye drops or a saline solution to keep the eyes clean.
