Spain is a HUGE country so no, it is not warm all year. Southern Spain is much warmer than Northern Spain and the coastal areas are much warmer in winter than inland and the coastal areas are cooler in Summer. At night time in the winter temperature are anything but warm......however areas such as the Costa del Sol, Southern Spain truly do have many more warmer days than cooler ones.
spain's climate is a mediteranean climate. im not sure of germany's. spain has warm summers and cool winters.

Definitely Spain! Norway has warm summers; on a nice warm day it can get up to 30 degrees Celsius, but Norwegian winters are really cold. I'm a norwegian and I still haven't gotten used to it, haha. Temperatures are usually below 5 degrees Celsius and can go down to -30++ so yeah..Spain is much warmer than Norway!
It depends what you consider warm. If 20-25 degrees Celsius is enough warm for you then: Southern Spain - mainly the area of Costa del Sol. Southern Italy, Greek islands- Crete, Rhodes, Kos etc. Malta, Cyprus.
