Actually the whole name is The National Defense and Interstate Highway System as their original purpose was to facilitate movement of troops, material, and equipment for the US Military in time of war. The general public gets the benefit of their use only when the military does not require them (which so far has been all the time).

Many of the specifications of roads, shoulders, bridge clearances, etc. come directly from the equipment used by the US Army when the system was first authorized in the 1950s. One example is the minimum clearance for overpasses above an interstate, this was based on the 12.2 foot height of the 280 mm M-65 Atomic Cannon (the first nuclear capable artillery piece the US had, it fired a W9 shell with a 15 kiloton yield or later a W19 shell with a 15 to 20 kiloton yield), this gun was removed from service in 1963 as better nuclear shells had been developed for smaller standard artillery pieces (which were easier to move and setup) by then.
