If you see out right abuse like beating, kicking, choking or any other violent action against the animal try to document the abuse (video tape or take a picture) and contact your local police station or animal shelter right away. Ring or somehow tell the local authorities responsible for animal protection, such as the RSPCA or SPCA, depending one where one resides.
