Almost the entire Pacific Ocean is considered to be in International Waters. That means it is not part of any country. However, the Pacific Ocean does come in contact with the borders of many countries. And each country can declare a border limit that extends out into the ocean. This can range from a minimum of a few miles up to hundreds of miles.
