I originally thought that it must have been a typo for ostpolitik (meaning (new) eastern policy - something that I think refers to the reconciliation between East and West Germany, whenever that was).
I can only find any reference to this word relating to the Manic Street Preachers track from "(It's Not War) Just the End of Love". The track is an instrumental, and a very good track IMO.
