I use 2 or 3 Zinnser primers and do not find them particularly hard to sand. Possibly yours has been applied very thickly leaving ridges, or you are using cheap sandpaper.

First make sure than the oil problem is resolved and will not recure. Clean the wall with a degreaser like TSP. Use Zinsser with Shelak. You can get any paint store or home improvement store. The smell is terrible until it dries but the stain will be gone for good. This is from a Painter with 25 experience.

After you've cleaned and removed any wax that is on the paneling, use a primer like PPG's Seal-Grip, Zinnser's Bin 123 or a high quality oil based enamel undercoat. I would steer away from the cheaper Kilz primers.

First, lightly sand the poly to smooth out any bumps and to de-gloss the finish a bit. Use 120-180 grit sandpaper or sanding sponge. Or, you can apply a liquid sander instead of using sandpaper. This gives your primer something better to stick to. Next, apply a bonding primer - bonding primers are any primers made to stick to glossy surfaces (check the label). Oil- or water-based doesn't matter. Let dry. Then apply your finish paint in two separate coats (let the first coat dry before applying second coat).

PVA is a better primer for new drywall. Do you need it, not really. Any good latex primer will do the job just as well. I guess it really just depends on what you expect your primer to do. Cheap primers will seal the drywall, but not much more. I find bonding primers and pva primers will provide a much more solid platform for topcoats. They may cost more and be a little overkill, but they will provide you with layer of primer that will allow your topcoat to dry in even. You can also dry a high build primer, which is the product I prefer to use. They give you a great platform to work from, and since they are usually about 3 mils thicker that standard primer, they fill in a lost of voids in your wall. If you go with this kind of primer, it is best to spray it. You really can't achieve the mil build up you need from a brush and roller application. If you use the roller application, and are worried about really sealing the wall and filling voids, I would recommend two coats of primer.

Federal 209A primers are hotter than Federal 209 primers and are hotter than Winchester or Remmington or CCI 209 primers. To duplicate your load when substituting Federal 209A primers in place of any other 209 primer, use 1 grain less powder for like performance.

There is one, it's called Loreal Decrease. But primers can be easily made with a liquid concealer and a body butter.. just mix the two together and you get a knockoff of Urban Decay's Primer Potion. If you don't have concealer or body butter, you can use a foundation. It works just as well as primers.
