In Massachusetts the requirement is that if the client is a person under the age of 18, proof of parental or guardian identification, presence and consent including a copy of the photographic identification of the parent or guardian.

∙ 14y agoyes. minors can be present in 99% of tattoo shops. A lot of artists may not let you in the actual room while the person is being tattooed; it just depends on the space of the room they are using.

They need to ask for ID for anyone they believe to be underage. It doesn't matter that your mom was there as she could have been anyone as far as they are concerned. They have to protect themselves from prosecution for tatooing minors.
