sounds like you need to replace either the thermostat or the temp control switch
Check your coolant level, If low you need to find the leak.

A water thermostat stuck open. Air in the heater hose lines (caused by low radiator coolant). Air temperature (mechanical) control cable not opening the heater hose water valve (under hood).
I don't think it is coolant. It is just condensation caused from high humidity and the cold air. If it is coolant it should get on the floor and you should loose coolant.
Your average A/C unit blows heat through all vents.
the middle vents only supply air from the ac unit using a separate in dash fan. the floor and defrost vents come only from the heater
The heater may not be on - but the fan still blows air through the vents when they're open !
The air should be comming out of the defroster vents. If so, most likely, it is the vacuum line that controls the vents. It is on top of the engine below the air cleaner, and runs to the front right of the engine. Buy the replacment so you know what your are looking for.
It's either the thermostat or the heater controls.
If it still blows cold when it is at running temp, check the engine thermostat, its probably stuck in the open position.
It sounds like your vacuum controls are stuck on the defroster I had that happen and I sprayed a lubricant into the vacuum lines and it cleared up
Usually is a vacuum problem. The vacuum works through the climate controls to make the vent doors open and close.

because when you first turn it on, hot air blows from it... thats just how it works, then after a while cool air comes

It is not stated what fan is being used? Assuming it is a cooling fan used in a computer: the fan usually blows hot air out of the computer through exhaust vents, drawing in cold air from other vents.
