There are some steps you have to follow to make the paint durable. Read the cautionaries carefully as not all paints are dishwasher safe or safe for use on surfaces you will eat off of.

I believe it is an off white color. It was suppose to be a simple meal with wooden/clay plates and cups.

I do not understand why you want to remove the porcelain if it is broken off. Just remove & replace the spark plug which is no longer any good if the porcelain is broken.

Nothing wrong with windex, it will work ok & not harm Porcelain but may not get everything off it.
There is no enamel, they are made of porcelain.
You can if you don't mind the finish to be off of the floor with the rite equipment. Then try too match the finish back with porcelain. paint.
