You can catch ditto in the grassy areas right near the Goldenrod Day-Care. You have a 5% chance of encountering one in the morning and night and 10% during the day.
So in other words if you set your DS clock to something like 2-3pm you wont have a problem.

Legendary Pokemon are much harder to breed because they have a 0.0007% chance per step of laying an egg. Most legendaries do not have genders and therefore cannot breed with each other.
