No. The only way to get the stones, (thunder, fire, leaf, water,) is by beating the Elite four and goind into Kanto reigon. But that doesn't mean Eevee can't evolve at all. It can still evolve into Espeon and Umbreon! XD But to get Espeon, train it in the daytime until it is level 30. Then it will evolve into Espeon, and the same for Umbreon except you have to train it to level 30 in the nighttime.

In kanto if you go to bill's grandfathers house on the east end of route 25 and show him a pichu he will give you a thunder stone. On route 38 (johto) there is a trainer named lass Dana who will may give you a thunder stone if you got her poke gear number. If you enter the bug-catching contest in the national, park 1st prize may be a thunder stone (chosen at random out of 10 evolution stones). Finally, at the pokeathlon dome thunder stones can be purchased at the salon shop on Wednesday's, Thursdays and Saturday for 2500 points.
