No they are still oil paints, they have been made water soluble but are still not compatible with other water based media.

You can use water mixable paints (WMO's) over acrylics very dramatically. You can do the background and what ever else you want with the acrylics, let them dry completely, and wipe on a very fine layer of WMO linseed oil or my preference, walnut oil from M.Graham.
Wipe off any excess oil. You want this to be very thin so it acts as a binder to the acrylics and makes them go on very smoothly.

You are free to paint large areas of just small high lights with the WMO's. What ever you want. The paints will dry slower than the acrylics, but wash up with soap and water just like acrylics.

That's a bad idea - one is waterbased, the other oilbased. Oil and water don't mix.

Egg tempera paint does, because egg is an emulsion.

On top of that, oil doesn't adhere well to acrylics, so the paint will fall apart in time.

You can mix it, but it never gives very good results mainly as the drying times are different and the 'carriers' never mix properly. - If you use good quality brushes it also means you have to clean them in two different cleaners and this soon destroys them. I buy very good brushes and clearly label them 'Acrylic', 'oil' and 'clear' this way they last me along time.

No, not as wet paint. Each paint uses a different binder. One could use watercolor and acrylic in the same piece of art.

Yes, u do if its water colour ( especially block water colour) or acrylics. Don't add too much or the colour will be too dull and it might go through the paper.

I consider that it is not possible. However you can make a test, trying to mix some paint, painting something, and observing the result. Ask a painter, read the directions on the paint can.
