Both water-based and oil-based polyurethane will be suitable for a floor finish, but your choice may depend on a few different factors: Water-based poly dries faster, leaves a crystal clear finish, emits lower levels of VOC's (volatile organic compounds = fumes), and requires only soap and water for cleanup. Oil-based poly takes longer to cure, gives a warm amber glow to the wood, is high in VOC's (only while still wet; the fumes disappear after curing), and requires mineral spirits or paint thinner to cleanup. You can put oil base over water base but not vice versa.

You can always paint latex ( water based )over an oil based paint as the latex just dries on the surface. However don't paint an oil based over a latex paint. Oil based paints need to absorb into the wood or other surfaces or it will just dry and flake off. If the base coat used in your project is water base then yes, you bet you can. If there is any chance that the base coat used was an oil base paint then you cannot paint directly over it. The acrylic enamel will not adhere to the oil base paint and will begin to peel off as soon as it is dry. In which case a coat of primer is in order.

if you put a oil base floor sealer over water base you will find the top coat will flake and peal off your new floor. You need to wait 30 days before applying the oil base sealer to reduce your chances of peeling.
