Yes you can. I've had my cartilage pierced for 7 years and all I wear are regular earlobe studs. I even wear earlobe dangle earrings in my cartliage sometimes and its fine. No stretching or anything.

That is a personal decision that depends upon the person who will be wearing the earrings. Most likely, diamond studs will be more expensive since each earring holds one larger stone while each hoop will hold several smaller stones. Remember, one 1/2 carat diamond will be more expensive than 10 stones that total 1/2 carat. Myself, I have 3 piercings in each earlobe and I wear both, studs and hoops.
