I think you are thinking of the film Psychomania, made in 1972, which featured a biker gang called The Living Dead. This was released by the Rank Organisation and was one of very few British biker movies made, and was almost unique as being a supernatural thriller as well. Nicky Henson starred as gang leader Tom, with Mary Larkin as his girlfriend Abby and Beryl Read as Tom's white witch mother. George Sanders played her butler Shadwell (sadly this was his last film- he committed suicide later that same year). Robert Hardy took the role of the police inspector. Although the film has been derided and ridiculed in recent years, it is nonetheless a remarkable and very atmospheric work, showing considerable ingenuity, and is one of my favourite movies!
