I don't believe it had one from the factory but you can install one yourself if you want.
The spring brake chamber is designed as a parking brake only. The service brake chamber is air operated which can be controlled more efficiently as needed.
problem could be caused by, a bad return spring on brake pedal, a bad brake booster, a bad vacuum line to booster, a bad master cylander, or worn out brake linings on wheels
you will have to measure the distance from inside of brake hub to inside of brake hub on the other side and see if it's the same length as your rear end, also measure the distance on the spring perches.
You can access the middle brake light from the inside of your 2000 Dodge Neon cargo compartment. Remove the brake light wiring harness. Remove the brake light retaining bolts. Reverse the process to install the new brake light.

Not sure what you are talking about. If you are referring to a part in the engine then the piston does not have a return spring. If you are referring to the piston, not quit the right term, in the brake area then in the wheels the there is a spring and in the actuator there is a spring. No other item I have ever heard of as a piston return spring. Can you elaborate?
