No. With electronic fuel injection on today's cars, the fuel system gets fully charged when you turn the ignition key to the on position. This is true whether you are starting a car parked overnight or one that has been run recently.

No, on most newer cars you also have to press the brake pedal to shift out of Park.

The jump procedure depends on the age of the Cadillac. The older cars allow the jumper cables to be connected directly to the battery. Some newer cars can be damaged if the cables are connected properly. Check the vehicles owners manual for the proper way to jump start the specific year Cadillac.
