With a cutting torch, welder and some imagination, why not. As long as the wheels fit in the openings everythng else can be modified to work. New body mounts as needed. Steering, wiring, brakes can all be done. Only other issue would be width. You could change the width of the frame if need, but it would be a real hassle and greatly increase the cost of the project.
Unhook the wires on the starter, replace the fuse, turn the ingnition key on as if you were going to start the car. If the fuse does not blow, it is your starter. I just had this problem with a 1996 Dodge Stratus. I replaced the stater and it now works.
No. That would short out and potentially cause a fire. The negative side will go to the frame or the body to ground.
Answer More than likely you have a short in your wiring harness. A bare wire rubbing against steel will cause a short. If you don't have the experience to find such a short, it's recommended that you take your car to a center that specializes in electrical wiring. They will find the problem a lot faster than a normal garage as they have special equipment to find shorts.
I hate Dodges!! I dodge them every chance I get! LOL!! Now really.. Disconnect the negative (or positive) battery cable. You don't want to short anything out. Take the wires loose from the starter (there are small nuts that hold the wires on) and then the support bolts. It's really a pretty simple matter. Just make sure you have something soft to lay on while you are under there.

My sons 1962 Short Bed is 114 inches center to center
well the extended cab short bed s-10 is a good prospect however the wheelbase is 117", as where the the 89-95 ford ranger 's wheelbase is 113.9 inches and the f1 wheelbase needed is 114" you can also lokk at the 1966 ford pickup it has a wheelbase of 115" but why strip the 66' it really depends on the running gear your looking for I myself and 100% ford and the route I have chosen to use on my project is the ranger. A K1500 4x4 short wheelbase is the closest. The wheelbase of the caprice is 116" and the K1500 4x4swb is 117.5". I'm looking to do the same with an 87 caprice. Seems like a surburban frame with a section cut out and boxed may be the way to go. as the frame looks similar to the caprice

nope, but if you're good with a welder, you can put the truck cab on the bronco frame, make a short flatbed, and have a ridiculously short half-ton pickup.

They had a short wheel base truck and a long wheel base truck. The short bed truck had a 115" wheelbase. The long bed truck had a 127" wheelbase.
