Unhook the wires on the starter, replace the fuse, turn the ingnition key on as if you were going to start the car. If the fuse does not blow, it is your starter. I just had this problem with a 1996 Dodge Stratus. I replaced the stater and it now works.
There is a short or over current situation in that circuit.

There are a few things that it could be if you Dodge Stratus wont start on first try. It could be the starter.
You will need to replace your starter, this happened with my car a couple days ago, I brought it into the shop, got the starter replaced and the fuse does not blow anymore. It happens because the starter draws to many Amps of electricity due to age, amount of use etc.
If it blows when cranking the starter has failed.
i just had one replaced last week in a 96 model explorer, the starter was 160 and with labor it was about 250.00. or if you do it yourself you can get a good used starter or maybe a new starter off eBay for 50.00 maybe a little more or less, Jesse
If yo have power to both wires at the starter when trying to crank, the starter is failed.

could the pcm fuse be blowing because of a short in the air conditioning switch I have seen the starter be the cause of a blown pcm fuse.
I had a 96 Stratus that would do that, and it turned out to be that the starter was bad.
It is on the starter.

You have a ground wire that isn't grounded causing a shortage therefore blowing the fuse....I would start with the ground wire that is connected directly to the starter itself
The starter for a 2005 dodge stratus is mounted on the side of the engine. It is over the exhaust system.
I believe the starter solenoid is on the same circuit. A failed starter is most likely the problem.
Behind the front motormount
I am trying to find out how to get a fuse diagram for my 2004 dodge stratus sedan?
