the code P0123 means, Throttle Position Sensor/Switch A Circuit High Input. sounds like a wiring problem to me.
I had the same problem with a 99 Toyota tocoma when i replaced it i had to reset the CPU. On a Dodge you should be able to disconnect both batteries for 15 mins to 1 hour and it mite reset.
TPS is always located on the throttle body. Even on vehicles equipped with rheostat throttles.
