You cannot make fluorescent colours simply by mixing any coloured paints. Fluorescent paints are fluorescent because they contain a substance that fluoresces. This means that the substance absorbs light or heat and then readmits it at a different wavelength (usually in the visible light range) when its atoms are excited. Such a substance is fluorescein, a fluorescent dye.
