In the Articles of Confederation, congress could not force states to provide soldiers for an army, this made it more difficult to protect its citizens against foreign threats. Congress tried to make an agreement with Spain about keeping the Mississippi river, however it was not ratified, if the us had a strong military, Spanish might have negotatiaged.

It lasted for such a short period of time because the nations leaders deemed it ineffective and decided to replace it with the Constitution, followed by a Bill of Rights.

The additions added to the US Constitution which were absent within the Articles of Confederation include consenting powers, the type of national government, the division of powers in the national government, the mode of representation in the national government, power of congress, national government revenue raising, enforcement of federal laws, judiciary and resolution of cases and conflicts, prohibitions of congress, prohibitions and requirements of the states, and amendment capabilities.

The states were functioning under the Articles of Confederation. In fact, the major weakness of the Articles as a national government was that the states had more power than the Articles. States coined their own money, regulated what commerce was permitted in their borders, and in effect acted as independent little nations. Foreign nations were wary to negotiate commercial treaties with the government under the Articles because there was no guarantee all the state would honor the treaty.

They had a problem with the Constitution but not the Articles. The Articles gave them as much power as independent nations and it also was rushed.
