the two nuts that hold the straps have to be removed that hold the tank under the car but remember to support the gas tank with a jack so you can let it down slowly. there is a ring that holds the pump and a large o-ring in the front top side of the tank. it has 3 shouldrs that stand up you have to take a brass punch and a rubber mallet and spin it around just like a nut being removed from a bolt. Remember there are fumes around the gastank so use a brass or wooden dowel {no screwdrivers ]or you could cause a explosion.

before you go through all that work, try using an out side power source directly to pump, may just be a relay or just a bad wire, I just went through all this

It depends on the year of your truck but generally if the truck has a carborator the pump is located on the engine and easy to replace. If your truck is fuel injected the pump is located in the fuel tank. The fuel tank would have to be removed. Once the tank is removed replacing the pump is easy. It is important to make sure the inside of the tank is clean and no dirt gets in while changing the pump.
