The fuel pump for the 1990 full size blazer is located inside of the fuel tank. If this model does not have an access plate in the floor of the blazer then the tank will have to be removed to get to the pump.

A dealership has to do it for you if it is the original from the dealer. If it is aftermarket, like one from car toys they will have to do it for you. Only the company that installed it will have the codes to program it. I have a 2003 xtreme myself, and i have a dealer keyless entry, but I had car toy's install an alarm with other remote functions, only they can program the newer one.

The RKE harness (remote keyless entry) is located under the center console. My guess is your looking to program a remote. The wires you jumper to do so are A and G. These are purple and black. -jeff
