I take mine on a dark road at night and there are adjusting screwss on the top and sides of the lights for adjustment. Try not to blind the oncomming traffic when on dim as they might run into you. Or take it to a state inspection station.

Its been awhile since I worked on any Honda older than a 1990, but they havent changed much. You need to take off the front bumper first. There should be 5 bolts that hold it and the headlight mounting panel on the vehicle. The bolt heads are 10mm. Good Luck.

Same as for 1991 headlamp, requires removal of bumper and installation of headlamp assemble http://www.autozone.com/az/cds/en_us/0900823d/80/0d/21/0a/0900823d800d210a/repairInfoPages.htm This link will show removal of the bumper... After the removal of the bumper there are usually only three to four bolts that hold the assembly mounting bracket in place...

Take it to the dealer and let them put the gauges on them to get them set right.
