A camera has three basic features...
1. a box that is sealed from light - it is totally dark, usually black inside.
2. an imaging plane and photosensitive material (the film), which is opposite the lens.
3. and a lens - or opening that lets in a controlled amount of light.
To make one from LEGO you would make a rectangular box, you might need to consider how to seal the box, yet be able to access the film. you would drill a small hole in one side of the box, and put photo film on the inside of the box opposite the hole.
But i doubt it would be practical.
