no that's not true whered u get that from first of all to get wobbuffet u need a poke radar(u get the radar after u complete the sinnohdex) and when u have it u go to 1 of the lakes(lake veriety,lake acuity ...so on )and u use the radar to get wobbbuffet

∙ 10y agoWobbuffet is catchable in firered, leafgreen at six island or cerulean cave, in sapphire ruby and emerald its catchable in the safari zone either way migrate one to platinum.
in emerald, ruby and sapphire, you can find wobbuffet in the safari zone. in diamond and peal you can find it around lake verity with the help of a pokeradar.

You could try that or walk around in the dark cave, nearest Blackthorn City. There were plenty of wobbuffet in there. Loads even. you have to do abit of Surfing to get to them though. Good luck.
