If they are warped, they need to be turned, if they are groved, they need to be turned. If they are glazed, they need to be turned. In general, if you are working on the brakes, they need to be turned.If they are too thin (not wide enough across) to be turned, they need to be replaced. Many newer rotors are not thick enough to be turned, so you just replace them every time you replace the brakes. Most auto parts retailers will measure the thickness of the rotors for you and tell you if they can be turned.
Take it to the dealer... :) Seriously. I had a 1998 elantra, and I believe up until 1999 they used what are called "captive" rotors. Basically meaning you have to disassemble the hub in order to remove the rotor. It's a royal PITA and I would highly recommend it not be attempted without thorough instructions.

The 1995 Hyundai Elantra EGR valve is located on the firewall in the engine compartment. The EGR valve will be on the passenger side of the firewall.
Remove the wheels, calipers, then you have to jar the rotor loose and it should come off on its own. The center bolt is for the hub, not the rotor, so you don't have to take that off. If not, you would have to heat it up to loosen, then hit it again to get it off.
