It depends what type of paint it is. Emulsion, watercolour or Acrylic paints can usually be removed by soaking in Water. Oil bssed paints and gloss paints can sometimes be removed with by dabbing with a cloth soaked in white spirits or turps.
I don't know if you can use regular spray paint, but there is a product made specifically for clothing. It's called Simply Spray. It's typically used for stenciling on clothing, but I just sprayed an entire pair of pants with it, and it worked fantastic. The bottle says it's permanent and washable after 72 hours (haven't tried this yet). The downside is that it's expensive--about $6.50 a bottle. It took 3 bottles to do a small pair of boys pants.
Try hairspray or rubbing alcohol. Both have worked for me in the past.

You have to buy a special paint at the fabric stores. They have a whole aisle dedicated to painting on tshirts, tye-dying etc.

No, muriatic acid is not very effective in cleaning old paint off of outside wood decks. You should use a paint remover to clean the wood decks, such as Jasco, which is available from Home Depot stores.

When you've been using latex paint. Then clean them only in water.
If you paint over the "weathered" paint, it will chip and cause the stain to come off. Also, the stain needs a clean sanded surface in order for the wood to absorb it. Otherwise, there is no reason to use stain.

If the blue is from the soap on the pad, a wet cloth will clean smudges off. If the blue is because you scratched off the paint and revealed the blue paint underneath, you'll need to touch it up with the current color of paint.
