It sounds like your VSS(Vehicle Speed Sensor) has gone bad, which will turn on your check engine light.

Have you checked the ECM relay? it controls everything and nothing will work without it
There is no fuse for the cruise control on a 1994 Acura Integra. It is a relay switch under the hood near the battery. This would have nothing to do with the dashboard clock, if the cruise control is not working properly. If the cruise control is not coming on, check the relay, then check the carburetor or EFI (Electronic Fuel Injector). Also, the cruise control will not come on if the brake light switch or the clutch is not working properly.

What year, model, make is your car? it could be anything from the computer to the wire coming from your wheel.
If both speedometer and odometer do not work, usually the pulse signal are missing. E.g. the wiring coming from the rear differential where the sensor is located, can be deteriorated (broken or shorted). If speedometer only is inoperative, it is easiest to change the whole speedometer. To repair it, you need to be able to work on electronics, disassemble the speedometer unit, access the printed circuit board, and usually replace the leaking electrolytic capacitors on that board, as well as clean the circuit board of the electrolyte. Some other components may be broken also.

To fix the inoperative speedometer you will need to replace the speed sensor. It is located on the side of transmission and has 2 wires coming out of it.
pop the hood and look right at where the back of the dash is the should be a cable coming out at that spot that's the speedometer cable
make sure you have fuel coming to your injectors, could be your fuel pump.
