Make sure the ground wire to the sending unit is clean and connected and test the power line to make sure it has continuity. These are very simple tests. If they are ok, replace the sending unit.
If it is staying on empty the problem is probably the float. If it is doing something else is probably an electrical problem.
The gas gauge in the Eddie Bauer Explorer probably does not work due to a bad fuel sending unit. The sending unit is in the fuel tank in the same access area as the fuel pump.
