The only three ways to get a Lucario in SoulSilver are:
- get one from trading
- evolve one from a Riolu (traded or from Safari Zone . . . sorry, I haven't caught one in Safari Zone myself, so I don't know how to get one there)
- STEAL IT FROM ELITE FOUR GUY
To steal Lucario from the third Elite Four guy, you have to have defeated the Elite Four at least once, have the Action Replay code for stealing trainers' Pokemon (9224670A 00002101 1224670A 00002100 D2000000 00000000) - it would be helpful if you had the one for one-hit kills so you can defeat the others easily, so here's the code and instructions: 94000130 fffb0000 62111880 00000000 b2111880 00000000 10049f20 00000001 10049f24 00000001 d2000000 00000000; instructions: before making your Pokemon attack, press SELECT. And it would help if I added the 100% catch rate, so . . . 92247612 00002801 12247612 00004280 D2000000 00000000 9224670A 00002101 1224670A 00002100 D2000000 00000000. Oh, yeah . . . where was I? . . . Oh. Then go to him and defeat four of his Pokemon, and . . . TA-DAAAA! There's Lucario! Then catch him and be done with it.
You need to evolve Riolu.

That isn't true. You go to the safari zone and put 10 Forest blocks and 10 peak blocks in the meadow and wait for 70. After that you should be able to get riolu and evolve it by rasing its happiness in the day

∙ 10y agoYou can get a Riolu from a guy named Riley on Iron Island after defeating all of the team galactic grunts. Train the Riolu and make him/her very happy and eventually it will evolve into Lucario because Riolu evolves when it reaches max happiness.

∙ 11y agoLucario is not available as a wild Pokémon in Pokémon SoulSilver however you can catch its pre-evolved form of Riolu. Riolu can be found in the Safari Zone in the Meadow area. Riolu will start appearing in the Meadow area once you have placed 10 Forest Objects and 14 Peak Objects in the area and have waited 70 days.
After that, you can find Riolu, catch it and level it up so that it has maximum happiness. Once it has maximum happiness, it will evolve into Lucario.

He will give you a Riolu egg you can then evolve it and then trade it to your Pokemon Soul Silver that's what I did.....
